Introduction

• In recent times the Assam government has introduced various schemes for the welfare and benefit of their citizens.
• This time, they introduced a revolutionizing scheme for state government employees, pensioners and their dependents.
• As it has been observed many times, that these government employees and pensioners faced various difficulties to submit their medical reimbursement bills.
• As a result, the hectic reimbursement process often takes more than the usually allotted times.
• Recognizing this issue, the Assam Government has introduced a new scheme called Mukhyamantri Lok Sevak Arogya Yojana (MMLSAY).
• The announced scheme is also known by 'Ayushman Asom Mukhyamantri Lok Sevak Arogya Yojana'.
• The responsibility to implement the scheme throughout the state is given to Atal Amrit Abhiyan Society of Assam.
• With this scheme, the Assam Government Employees, Pensioners, and their dependents will provide all medical reimbursement claims through their online portal.
• However, this Assam Mukhyamantri Lok Sevak Arogya Yojana will run along with the existing offline manual process.
• The Mukhyamantri Lok Sevak Arogya Yojana is mandatory for all newly recruited employees.
• Whereas, existing employees have the option to opt either this or the existing manual mode.
• On comparing it with the existing model, the Mukhyamantri Lok Sevak Arogya Yojana is better in the following ways : -
  • Unlike the existing one, it allows users to submit their application online.
  • Kiosks facilities are also provided to register for the scheme.
  • Reimbursement turnaround time is fixed at 90 days.
  • Beneficiaries can avail treatment in any eligible hospital across India.
  • Claim updates will be notified through SMSs.
  • Process is completely Aadhaar linked to avoid any fraudulent activities.
  • It allows reimbursement for OPD medicines for post operative treatments.
• The benefits of Assam Mukhyamantri Lok Sevak Arogya Yojana will be given to those who meet its eligibility guidelines.
• Under the scheme, beneficiaries can undergo treatment at any Public and Private Hospitals fulfilling the minimum criteria and registered under the Clinical Establishment Act.
• The reimbursement under the Mukhyamantri Lok Sevak Arogya Yojana (MMLSAY) will be provided at CGHS rates.
• Employees can opt for the scheme with their monthly premium contribution from their salary, determined as per their grade.
• The government assured that the reimbursement facility under the MMLSAY will be processed within 90 days.
• Under the Mukhyamantri Lok Sevak Arogya Yojana, the cost of OPD medicines for the post operated treatment will also be reimbursed.
• Eligible beneficiaries can apply for the Mukhyamantri Lok Sevak Arogya Yojana online through its dedicated online MMLSAY portal.

• Along with this, the regular updated through SMS will also be received by the beneficiaries.
• Beneficiaries can check the details rates list of medical reimbursement that will be provided under the CGHS rate from its official website.
• From the next financial year, the government aims to provide cashless facilities in all government hospitals and empanelled private hospitals.

Benefits of Scheme

• Under the Assam Mukhyamantri Lok Sevak Arogya Yojana, beneficiaries of the scheme will receive following benefits : -
  • Government will reimburse the treatment cost at the CGHS rate.
  • Beneficiaries can also request for advance or part payment.
  • In all cases, advance reimbursement will be credited directly to hospitals.
  • To prevent forgery, the process is linked with Aadhaar.
  • The maximum turnaround time for the requested reimbursement claims is 90 days.
  • Post treatment reimbursement will be credited to the beneficiary's bank account.
  • Beneficiaries including dependents can do self registration online or register at district kiosks.

Eligibility Criteria

• It is important for the applicants to meet the eligibility criteria of Mukhyamantri Lok Sevak Arogya Yojana, to receive its benefits. Here we have shared some of its eligible conditions : -
  • Beneficiaries must be native citizens of Assam.
  • He/she must be a state government employee or pensioner.
  • The dependents and spouse of beneficiary are also eligible.

How to apply

• To receive the benefits of the Mukhyamantri Lok Sevak Arogya Yojana applicants need to first register online.

Registration

• For registration, applicants need to visit the MMLSAY website.
• On the home page, select the Beneficiary login/registration link.
• Select the employment type from the list either Employee or Pensioners.
• Users then select an option from the list to validate their account.
• Enter the details of the selected option and mobile number.
• Once the process is completed, applicants will receive the login details.

Application Submission

• Post registration, applicants need to login by submitting their details.
• In the application form, users must submit their personal details.
• Provide the details of the hospitals and medical bills.
• Submit the other requested details asked in the Mukhyamantri Lok Sevak Arogya Yojana application form and submit it.
• Upon verification of the submitted details, reimbursement claims will be processed.
