Scheme for free electricity not started in my Electricity Bill

Respected sir, Rajathan Govt.'s Scheme for free electricity (100 Units) for the local Citizens, not started in my Electricity Bill, whereas Govt web showing no need to apply any where. Being a citizen of Rajasthan the scheme fall in my RIGHTS, therefore requesting you to please start the same scheme in my Electricity Bill. Attaching herewith my electricity Bill for your reference. Kindly look into the matter & solve the issue. Your co-operation is highly appreciated. Thanks
