Introduction

• In order to form the government in the state, the Bharatiya Janata Party of Odisha has released its manifesto for the Odisha Assembly Election.
• Several schemes are announced under this manifesto that are going to benefit every category of the state, irrespective of their caste.
• Among them one such crucial scheme for the state farmers is "Odisha Samrudh Krushak Niti."
• Odisha is the 4th largest contributor of paddy in the central pool, so the objective of the scheme is to encourage these farmers to procure their paddy at a deserving price.
• According to the Krushak Samrudh Niti, the party will procure the paddy at Rs 3,100/- per quintal, which is higher compared to the current rate of Rs 2,100-2,200 per quintal.
• Additionally, they also eliminate the current procurement procedure 'Katni-Chhatni' in mandi with electronic weighing machines.
• Such electronic weighing machines will ease the procedure and reduce the irregularities during the procurement.
• Within 48 hours of procurement, farmers will receive the benefits directly into their bank account via DBT mode.
• Only eligible farmers will receive the benefits of the scheme, whose details have not been announced in the manifesto.
• While announcing the scheme, the BJP president said there are so many anomalies in the paddy procurement that the current government is unable to rectify it in the past 24 years.
• However, the scheme remains a pre-election promise of the BJP and will only be implemented once they come to power.
• As of now, only the scheme benefits have been announced, and details like eligibility, and application process are not announced yet.
• Therefore, farmers who showed their interest in the Odisha Krushak Niti scheme must await the announcement of the election results.
• If BJP wins the election, the scheme will be implemented within three months of taking office.

Benefits of Scheme

• Beneficiary farmers will receive the following benefits under the Odisha Samrudh Krushak Niti: -
  • Government will procure farmer's paddy at Rs. 3,100/- per quintal.
  • All procurement will take place in mandis through an electronic weighing machine.
  • Farmers will be relieved from the current procurement practices of Katni-Chhatni.
  • The amount will be credited within 48 hrs. of procurement, through DBT mode.

Eligibility Criteria

• Beneficiaries interested in the Odisha Samrudh Krushak Niti need to fulfill the below mentioned criteria to apply for the scheme: -
  • Native farmers are eligible for the scheme.
  • Beneficiaries must be engaged in agricultural related activities.
  • They fulfill the minimum income criteria as described in the scheme guidelines.
  • Age criteria will be informed once the guidelines are issued.

Documents Required

• In order to submit applications for 'Odisha Samrudh Krushak Niti', beneficiary farmers need to submit the following documents: -
  • Aadhaar Card.
  • State Residence proof.
  • Land Documents.
  • Caste Certificate.
  • Ration Card.
  • Photograph.
  • Other as mentioned in the scheme guidelines.
    

How to apply

• Odisha Samrudh Krushak Niti is part of the manifesto announced by the BJP party for state assembly election.
• So the benefits of the scheme will only be transferred once they form the state government.
• The application details about the Odisha Krushak Niti are not announced yet.
• But the procedure probably will likely be the same as the current one.
• The farmers need to register for the paddy procurement.
• For this, they need to provide their basic details and a list of documents, regardless of the mode.
• Successfully registered farmers will receive a confirmation message on their mobile number.
• On the procurement day, farmers need to show their identity proof and proceed as instructed.
