Introduction

• Disability is a major concern for every caste and creed.
• Often seen due to lack of knowledge and awareness among the guardians, children's whose disabilities and deformities could be cured in early stages often became incurable.
• Thus, these children have to live with their deformity for their entire life.
• As per the census 2011, Odisha has more than 15 lakh disabled population, with them 4.03% are in the age group of 0-4 years and 6.69% in the age group of 5-9 years.
• To overcome this situation, the Odisha newly elected government has announced the 'Odisha Sarvagun-Samparn Yojana'.
• Under this scheme, the government will create an ecosystem where disabled children's and their parents will receive a number of facilities.
• Complete health and wellness support, including early detection of disability and lifetime wellness support are such facilities that will be provided under the Sarvagun-Samparn Yojana.
• This early detection facility will offer a timely treatment and therapy to minimize the disability.
• Under the Odisha Sarvagun-Samparn Yojana government will establish a comprehensive rehabilitation center in each district.
• These rehabilitation center will provide various services like :-
  • Healthcare,
  • Advanced therapy,
  • Assistive aids and devices (e.g. wheelchairs, sticks, prosthetics, and others) and;
  • Social integration programs.
• Through these social integration programs these divyangs will learn how to become self-reliant, economically, mentally and socially strong.
• Under Odisha Sarvagun-Samparn Yojana, screening and early detection facilities for divyangs will also be provided at Primary Health Centre (PHC), Community Health Centre (CHC), and district hospitals.
• However, to facilitate this the government will launch a new scheme, known as Divyangjan Samarthya Yojana, to strengthen these PHC, CHC and district hospitals.
• Normally parents are not aware about the disability and its symptoms, which is why the proper guidance is so crucial in early detection cases.
• To address these issues, every Primary Health Centre (PHC) will be equipped with a counselor.
• These experienced counselors will provide counseling and guidance to guardians of divyangs.
• It is to be reiterated, the government has yet to implement Odisha Sarvagun-Samparn Yojana.
• Upon its implementation, the government will share its guidelines and other details.
• Beneficiaries must submit their Sarvagun-Samparn Yojana application form to receive its benefits.

Benefits of Scheme

• Under the Odisha Sarvagun-Samparn Yojana, the government intends to provide following benefits to the disabled children of the state :-
  • A complete health and wellness support will be provided :-
    • Under this, early detection of disability and;
    • Lifetime support of rehabilitation will be provided.
  • Rehabilitation centers will be installed in each district.
  • PHC, CHC, and District hospital will be equipped with screening and detection facilities.
  • Counseling facility will be provided in every PHC to the parents of divyangs.

Eligibility Criteria

• To receive benefits of Odisha Sarvagun-Samparn Yojana, the applicants need to meet the scheme's eligibility criteria. However, as the detailed criteria are yet to be released, the criteria shared below are subject to change.
  • Only disabled children are eligible for the scheme.
  • Applicants must be native citizens of Odisha.
  • Benefits will be extended to children's only.
