Introduction

  • To boost the Agro Marine Processing and Development of Agro Processing Clusters, the Indian Government announced 'PM Kisan Sampada Scheme' in 2017.
  • Basically it is an Umbrella scheme, under which the government implement eight scheme.
  • Under the scheme, the government aims to develop modern infrastructure capable of efficiently managing the supply chain from farms to retail outlets.
  • Post implementation it will help the government to double the income of the farmers and enables to generate new employment opportunities.
  • This infrastructure will help to minimise the product wastage and help in the export of processing foods.
  • While announcing the scheme, the government outlay a funds of 6000 Cr for 2016-2020 period. Thereafter another 4600 Cr funds allocated till 2026
  • With PM Kisan Sampada Yojana implementation the government aim to provide benefits to 20 lakh farmers across the nation.
  • Entities like State Government organization, Joint Ventures, PSUs, SHGs, NGOs, Cooperatives, Private Sector Companies, Proprietorship firms etc are eligible for the scheme and submit their proposal to the government.
  • To set up food processing units the government will provide grant as per the scheme available under the umbrella of PM Kisan Sampada Yojana.
  • Its application shall be submitted online only with the required documents.
  • Post approval of proposals the authority will issue the instalment grant.
  • The proposed grant will be issued in three instalments, and for its release, the applicants must produce the notified documents.

Benefits of Scheme

  • Under the PM Kisan Sampada Scheme, the government is looking to provide the following benefits:
    • First, to create an infrastructure for food processing sector.
    • Secondly, to ease the supply management from farm to retail.
    • To reduce the wastage of farmers product.
    • To double the income of the farmers.
    • To create employment opportunities whether it is direct or indirect.
    • To increase the processing level.

Eligibility Criteria

  • The PM Kisan Sampada Scheme is an umbrella scheme that encompasses eight different sub-schemes, each with its own eligibility criteria.
Scheme Name Details Entities
Mega Food Park

 

Minimum land require for the scheme is 50 Acres for 75 years.

Grant of 50% for General area and 75% for North East, Hill and Difficult area, which should not be more than 50 Cr.

Only one Mega Food Park is allowed in one district.

It will be implemented through Special Purpose Vehicle (SPV), whose net worth should not be less than 50 crore.
Integrated Cold Chain and value Addition Infrastructure

For Storage Infrastructure- 35% project cost will be grant to General Areas and 50% for N.E, Hill and applicant of difficult areas.

Whereas, for Food Processing Infrastructure 50% project cost will grant to general area applicants and 75% to Hilly, N.E and Difficult areas.

In both scenario the maximum grant is 10 Cr.

The net worth of the promoters should not be less than 1.5 times of the grant sought.

Government organisation, PSUs, Joint ventures, NGOs, SHGs, Cooperatives, FPOs, Private Companies, Partnership and Proprietorship may set up this unit.

Creation or expansion of Food Processing Units

Preference for this unit is given to those where Mega Food Park is set up followed by Agro Clusters, and designated food park.

Grant of 35% of total project cost is given to General Area applicants and 50% to hilly, N.E, and Difficult areas applicants, which should not exceed 5 Cr.

The minimum project cost for General area and N.E applicants should be 3 Cr. and 1 Cr.

PSUs of central and state. Joint venture, FPOs, NGOs, Cooperative, SHGs, Corporate entity and Proprietorship firms may set up this unit.

 

Infrastructure for Agro-Processing Clusters

One unit in each district will be sanctioned.

No APC Unit will be allowed if Mega Food Park is located in the same district.

Grant of 35% for General area and 50% for Hilly and North East area will be provided which should not be more than 10 Cr.

Applicants net worth shall not be less than the aid grant under the scheme.

SC/ST applicants net worth shall not be less than 10% of the combined net worth of the entity.

Net Worth Criteria is not applicable for government organisation.

 

It can be set up by an entity, Government organisation, PSUs, Joint ventures, NGOs, SHGs, Cooperatives, FPOs, Private Companies, Partnership and Proprietorship.
Creation of Backward and Forward Linkages

Grant of 35% of total project cost will be provided to General Area Applicants and 50% for North East, Hilly and applicants of difficult areas, which should not exceed 5 Cr.

Existing promoters of Food Processing Unit other than those who availed the MoPI grant.

Group of co-operative producer, FPOs, SHGs, FPCs, which are linked to processing Units.

Processed food retailer that have linkage at farm level or with food producers.

Or entrepreneur who have an interest in food retail value and processing.

Central and State PSUs, Joint Ventures, FPOs, SHGs, NGOs, Public and Private Companies, Proprietary and Partnership firms, Corporate entity and Limited Liability Partnership may apply for the set up.

Operation Greens

Net Worth of the applicant shall not be less than 1.5 times of the Aid sought.

Only one application is accepted from an entity.

State Agriculture and marketing federation, FPO, Cooperative, SHGs, Logistics operator, Service provider, Supply chain Operator, Companies, Retail and wholesale chains, central and state government entities, and Food Processor.
Food Safety and Quality Assurance Infrastructure

Under this, applicants of General area may avail 50% of grant for laboratory equipment, whereas North East, hilly area, and Difficult area may get 70%. Public Sector and Govt Sector will get 100% Grant.

On the other hand, the grant for technical civil works for general area is 25% and 33% for North East, Hill and Difficult area.

Organization of state and central government, Universities, Deemed University, and Private sector organisation are eligible for this.
Human Resource and Institutions

100% grant for a duration of three years is given to Govt organisation and Universities.

Whereas, Private organisation/Universities/Institutions will get grant in aid of 50% in equipment cost only to General Area and 70% to North East and Difficult areas.

Universities, IITs, Institutions of Central and state government, Organisation funded by the Govt, R&D laboratory, CSIR R&D unit in Pvt Sector are eligible for this.

Documents Required

  • In support of the PM Kisan Sampada Online Application, the applicants are requested to keep their required documents ready. Here we shared a list of documents that will be required during the online form submission.
    • Detailed Project Report
    • Certificate issued from CA or Statutory authority in support of net worth.
    • Term Loan Sanction from the bank.
    • Scheme appraisal note issued from the scheduled commercial bank.
    • Registration Certificate, PAN, TAN, SC/ST Certificate (As applies)
    • Ownership or lease details of lands.
    • Application Fee submission proof.
    • Correspondences for forward and backward linkages.
    • Plant and machinery equipment quotations for the project proposed.
    • Details of bank accounts.
    • Self Attested translated documents if original documents are in regional language.

How to apply

  • You can submit the Expression of Interest for PM Kisan Sampada Yojana online.
  • However, as of now the Ministry is accepting application for Research and Development scheme only.
  • You can find the Online Application Link for PM Kisan Sampada Yojana from MOFPI website.
  • For registration, you can select the R&D link available under the drop list of EOI Registration.
  • Thereafter, opt whether registered with the NGO Darpan portal of Niti Ayog or not.
  • Those registered in the portal may submit its details and proceed, whereas others may fill their application form with required details.
  • Now you have to login to the PM Kisan Sampada Portal with the generated details.
  • Post login, you have to fill its application with the details mentioned. 
  • Upload the required documents for PM Kisan Sampada Application.
  • Before final submission, take a cursory glance at the application form to confirm the details entered.
  • Post PM Kisan Sampada application submission the proposals will be forwarded to a technical committee formed by the ministry.
  • This committee will thoroughly evaluate the application form and documents details.
  • After approval of proposals the authority will issue a sanction for first/second and third instalment of grant.
