Introduction

  • Central Government has launched a scheme named SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) Scheme on 24th April 2020 on National Panchayati Raj Day for the development of rural people living in villages across India.
  • Scheme aims at providing property rights/ownership of land on which people possess houses in village in inhabited rural area.
  • People are living in village houses for years without any record of their houses. The Scheme will empower them by providing 'Record of Rights' making them self -reliant.
  • Scheme has the tag line 'Meri Sampatti Mera Haq' which will help rural people to have Digitised Record of Property Rights.
  • This scheme is also called as "PM SVAMITVA Scheme".
  • The Scheme will help to map Rural India whose map has changed over a period of time, for better planning and development.
  • The Scheme was started as a Pilot Project on April 2020 with six states Andhra Pradesh, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Uttar Pradesh and Uttarakhand covering one lakh villages of states.
  • Property Cards are distributed to villagers under Scheme that can be used as financial asset to avail loan from Financial Institutions.
  • Nodal agency of Scheme is Ministry of Panchayati Raj and Scheme will be implemented by State Panchayati Raj Department with the help of Survey of India and State Revenue Department.
  • Mapping of Rural Indian Villages will be done with the help of advanced technology and Drones, so that actual land data can be collected and record shall be maintained in Database.
  • Now the Scheme has been launched for entire India in Phase II (April 2021- March 2025) with its success in pilot phase to cover remaining village and states of India.

Benefits of Scheme

  • Records of Rights shall make the village property owner self-reliant by providing Unique Property ID for land.
  • Sense of security and financial stability of villagers shall be assured through Property Cards with accurate land records.
  • It will help in resolving land disputes and legal cases in villages.
  • Ownership is based on possession and not only on Inheritance; hence many women shall get Records of Rights.
  • Property data will be linked with Aadhar and Property Card can be linked to DigiLocker.
  • Scheme can be used to generate property cards for multi-storeyed buildings as well.
  • Rural people can use Mortgage of Land as Security of loan for their different financial requirements.
  • Different department can use the mapping data as per their requirements for rural planning and development.
  • Creation of survey infrastructure and GIS (Geographic Information System) can be utilized for planning for following purpose:
    • Disaster Management and Emergency Response
    • Transport Sector
    • Power Sector
    • Irrigation
    • Agriculture
    • Construction and Planning
    • Surveying
    • Accurate asset management
    • Land use changes
    • Machine Guidance
    • Data collection
    • Meteorology
  • State Government can identify Government property and can protect it from encroachment.
  • State Governments empower Gram Panchayats by increased revenue through property tax that can be used for local development.
  • Regular updation can be done by Revenue Department in original database about changes whenever there is need for modification.

Procedure for Implementation of SVAMITVA Scheme

  1. Establishing Continuous Reference Operating System (CORS) Network :-
    • The Survey of India shall perform the establishment of CORS Network stations that provides a virtual base station for long range high accuracy Network.
    • RTK (Real Time Kinematic) positioning which is satellite navigation technique will be used for accuracy of data derived from satellite based positioning systems.
  2. Preparatory Activities :-
    • State Panchayati Raj Department will arrange for Gram Sabha to inform about survey and its benefits and shall carry awareness campaign.
    • Village wise maps shall be provided to Patwaris to determine Abadi area (Inhabited area).
    • Officials of State Revenue, Gram Panchayat officials and Property owner will identify individual and government property and mark the boundaries of property with Chunna to identify area to be surveyed.
    • State Revenue Department shall provide scanned copy of available inhabitant maps to survey of India.
    • Survey if India will plan for drone flying using available maps.
  3. Establishment of Control and Check Points :-
    • Survey of India shall establish Ground Control Points whose location, description, IDs and co-ordinates need to be maintained in GIS (Geographic Information System) and positioning systems respectively via CORS network.
  4. Drone Flying and Data Acquisition :-
    • Aerial images will be available with the help of Professional survey grade Drones for Large Scale Mapping of Village.
    • High resolution images capture better than 5 cm accuracy help community members to identify their own House and also view the dimensions of property.
  5. Post Survey Data Processing :-
    • Survey of India shall generate spatial data by processing the images captured through Drone Survey.
    • A digital spatial library will be made by Survey Department by linking data provided by State Government about land showing all the features and respective information about surveyed area.
  6. Data Validation and Verification :-
    • Ground-truthing and validation of Land Parcel Maps shall be done by Survey of India and State Revenue Department.
    • Post correction of maps and boundaries will be done. Record of Rights (Land Parcel Maps with integration of textual details) will be prepared by Survey of India.
  7. Inquiry and Dispute Resolution :-
    • Inquiry Process for Ownership shall be done by Survey officials with help of Gram Sabha, Landowners and the existing land documents.
    • State Revenue Department shall issue notification for Joint verification of ownership to the property holders of village for registering claims and objection within 15 days time period and resolve any post survey objections from property owners.
    • Unresolved objections shall rest with District Magistrate/ Collector/ Competent authority as per State Revenue Law.
  8. Generation of Final Maps/ Digital Data :-
    • Hard copy maps on 1:500 scales are formed along with pdf copy.
    • Survey of India shall generate final maps LPMs (Land Parcel Map) Integrated with Spatial and Textual data.
    • Ortho-Rectified image better than ±5 cm GSD (Ground Sample Distance).
    • GIS (Geographic Information System) database prepared on 1:500 scale on UTM (Universal Transverse Mercator) projection.
  9. Generation of Property Card (Records of Right) :-
    • State Revenue Department shall prepare and issue property cards to the villagers.
  10. Updation of property Tax and Asset Register of State :-
    • Gram Panchayat shall update property tax and asset register of Gram Panchayat.
