Assam Orunodoi Scheme 2.0

Introduction

• Orunodoi Scheme is a prominent scheme of Government of Assam.
• It was launched on 2nd of October 2020.
• It is a scheme run and funded by the Department of Finance, Government of Assam.
• The main objective of this scheme is to make women financially empowered.
• Every women is the backbone of her house who takes care of the house well.
• According to the Government, if we make women empowered then that house will automatically be empowered.
• That is why the Orunodoi Scheme was launched by the Assam Government.
• Under this scheme Rs. 1,000/- will be given to a nominated woman of a family.
• This money will be given to the woman to buy medicines, pulses, sugar, fruits and vegetables.
• In the initial phase of the scheme, the amount of assistance was Rs. 830/-.
• According to the guidelines of the scheme, this amount of Rs. 830/- was given by the government to be spent in the following way :-

  Purpose	Amount
  For Medicine	Rs. 400/-
  50% Subsidy for 4 Kgs of Pulses	Rs. 200/-
  50% Subsidy for 4 Kgs of Sugar	Rs. 80/-
  Fruits and Vegetable	Rs. 150/-
  Total	Rs. 830/-

• But in the year 2022, this amount was increased to Rs. 1,000/- by the Government of Assam.
• Now the amount is again increases to Rs. 1,250/- by the Government of Assam.
• It is estimated that more than 26 lakh poor families will be benefitted by this scheme.
• Till date more than 19 lakh families have received Rs. 1,250/- being given directly into their bank accounts.
• Only those families are eligible to avail the benefit of this scheme in which there is at least one female member in the family.
• To avail the benefit of this scheme, one female member has to be nominated from among all the family members.
• This scheme can be availed by filling the Application Form of Orunodoi Scheme in the name of nominated female member.
• The Application Form will be submitted in the office of Urban Local Body or Gram Panchayat.
• Due to some technical difficulties, the Official Website of Orunodoi Scheme is not working anymore.

Benefits of Scheme

• The following benefits will be provided to all eligible women of Assam under Orunodoi Scheme :-
  • Financial Assistance of Rs. 1,250/- per month.

Eligibility Criteria

• Financial Assistance of Rs. 1,250/- per month under Assam Government's Orunodoi Scheme will only provided to those women beneficiaries who fulfill the following eligibility conditions :-
  • Women Applicant must be a Resident of Assam.
  • The Annual Family Income of the Women should not be more than Rs. 2 Lakh per year.
  • Families should have one Female Member are Eligible.
  • The Bank Account should be in the Name of Women Applicant.

Ineligibility Criteria

• The people/category mentioned below are not eligible to take benefit under this scheme :-

  Any Family in which there is no Female Member. Present Member of Parliament and State Legislative Assembly. Former Member of Parliament and State Legislative Assembly. Present Member of Panchayati Raj Institutions and Urban Local Bodies. All Serving, Retired Officers and Employees of :- Central Government Ministries, Offices, and Departments. State Government Ministries, Offices, and Departments. Central and State Public Sector Enterprises (PSEs). Central and State Attached Offices. Government Controlled Autonomous Institutions. Employees of Local Bodies. Employees of Public Sector Undertakings. Any Serving Employee of Cooperatives Societies which is :- Registered under the Assam Cooperative Societies Act 2007. Funded Wholly or Partly by the Government of Assam or its Ministries or Departments or Offices. Funded Wholly or Partly by the Government of India or its Ministries or Departments or Offices. Professionals Like :- Engineers. Doctors. Chartered Accountants. Lawyers. Registered Government Contractors. Architects. Income Tax Payers. Farmers who have more than 15 Bighas of Agriculture Land. Owners of Household Goods like :- Tractor. Four Wheeler. Mechanized Boat. Refrigerator. Washing Machine. Air Conditioner.

Priority Households

• Preference under Orunodoi Scheme will be given to those families who has :-

  Widows. Divorced Female. Unmarried Female. Separated Females. Any Specially Able Member in the Family. Priorities will be given to poor families whether they covered under National Food Security Act or Not.

• Following documents are mandatorily required at the time of applying for monthly financial assistance under Assam Orunodoi Scheme :-
  • Domicile of Assam.
  • Income Certificate.
  • Aadhar Card.
  • Bank Passbook First Page.
  • Caste Certificate. (If Applicable).
  • Disability Certificate. (If Applicable).
  • BPL Card. (If Applicable).

How to Apply

• The only way to apply for this scheme is through Application Form.
• To take benefit of the scheme, the family has to nominate a woman from their home.
• Then all the information of the nominated woman will have to be filled in the Application Form as follows :-

  • Locality in Town.

  • Applicant Middle Name.
  • Applicant Last Name.
  • Gender.
  • Age as on 01.04.2020.

  • Police Station Name.
  • Pin Code.
  • Contact/Mobile Number.
• Family Details :-
  • Name.
  • Age.
  • Gender.
  • Relationship Status.
  • Priority Status :- D - Divorced, S - Separated, W - Widow, DY - Divyang.
• Bank Account Details :-
  • IFSC Code.
  • Bank Name.
  • Bank Branch Name.
  • Bank Account Number.
  • Annual Family Income.
• Documents to be Attached :-
  • Bank Passbook First Page. (Yes or No).
  • Priority Supporting Documents. (Yes or No).
  • Any Other Document. (Yes or No).
• The duly filled Application Form by the applicant shall be submitted to his/her nearest Urban Local Body Office or in a Gram Panchayat Office.
• After submission of the Application Form, an acknowledgement slip will be given to the applicant by the Urban Local Body or Gram Panchayat Office.
• This acknowledgement slip will be the proof that the Applicant's Application Form has been submitted.
• Then then various level committees will scrutinize the applications received and verify them thoroughly.
• After thorough verification, the list of selected and eligible beneficiaries will be uploaded on the portal and they will get the amount transferred to their bank accounts on the first day of every month.

Feature of the Scheme

• This scheme is also called poverty alleviation scheme.
• The amount fixed under the scheme will be transferred to the beneficiary's account on the first day of every month.
• The initial selection of beneficiaries will be done on the basis of eligibility and ineligibility conditions.
• These preliminary selection will be done by the Gram Panchayat, Village Council Development Committee or Urban Local Body.
• Applicants selected under Orunodoi Scheme will get the amount of assistance through Direct Benefit Transfer mode.
• Amount of assistance will be given in the bank account of the nominated woman of the family only.
• Orunodoi assistants will be recruited to implement the scheme properly.
• The District Level Committee will monitor the progress of the entire scheme.
• The District Level Committee comprises :-

  Deputy Commissioner	Chairperson
  All MLAs of the District	Members
  District Development Commissioner	Member - Secretary
  ADC Development	Member
  CEO, Zilla Parishad	Member
  Three members nominated by the State Government

• If any person takes the benefit fraudulently then she/he will be liable to refund the entire amount along with interest.
