Himachal Pradesh Unemployment Allowance Scheme

Introduction

• Unemployment Allowance Scheme is a Scheme of Himachal Pradesh Government.
• This is a scheme for educated unemployed youth of Himachal Pradesh State.
• It was launched in the year 2017.
• Under this scheme, Himachal Pradesh Government provide unemployment allowance to the educated unemployed youth of the state.
• The amount of assistance under this scheme is :-
  • Rs. 1,000/- per month will be given to the Post Graduate Applicant.
  • Rs. 1,000/- per month will be given to the Graduate Applicant.
  • Rs. 1,000/- per month will be given to the 10+2 passed Applicant.
  • And Rs. 1,500/- per month will be given to the eligible Physically Challenged Applicant.
• The objective of this scheme is to create stability in the lives of educated unemployed youth.
• Only those applicants who are between 20 to 35 years of age are eligible to apply.
• Applicants who have 10+2 or more qualification are eligible to take benefits under this scheme.
• Only those applicants are eligible who have completed their studies from any school/board/university recognized by the Himachal Pradesh Government.
• Educated unemployed youth will be benefited under this scheme.

Eligibility Conditions

• Applicant must be a resident of Himachal Pradesh.
• Applicant's age should be between 20 years to 35 years.
• Applicant should not be in any type of employment mentioned below :-
  • Government Sector.
  • Public Sector Undertaking (PSU).
  • Private Sector.
  • Self Employed.
• The annual family income of the applicant from all sources should not exceed to Rs. 2 Lakhs.
• Applicant should be registered in the live register of the concerned employment exchange office in Himachal Pradesh.
• Registration must be at least 1 years old.
• Applicant must have passed minimum 10+2 examination, as a regular student, from any Board/Institution/University recognized by Himachal Pradesh Government.
• Applicant must not be a regular student of any course.
• Applicant should not be an employee dismissed from Government Service.
• Applicant should not be a beneficiary of Skill Development Allowance.
• Applicant should not have been punished by any court.

Ineligibility

• Non residents of Himachal Pradesh.
• Person employed in the following types of employment :-
  • State/Central Government Employees.
  • Employees of Public Sector Undertakings (PSUs).
  • Self Employed Person.
• A person who has been dismissed from service.
• A person who has been sentenced to imprisonment for 48 hours or more.
• A person whose family income from all sources exceeds Rs. 2 Lakh.
• Person below 20 years and above 35 years of age.

How to Apply

• There are two ways through which a person can avail the benefit of Unemployment Allowance Scheme :-
  • By filling the Online Application then submitting it to the Employment Exchange Office along with all relevant documents attached.
  • By filling the Offline Application and then submitting it to the Employment Exchange Office along with all relevant documents attached.
• But in both the cases the applicant is required to be registered with his/her District Employment Exchange Office.
• Registration must be 1 year old.
• To avail the benefit of this scheme, the applicant has to follow these steps :-

  By Filling Offline Application	First download the Himachal Pradesh Unemployment Allowance Scheme Offline Application Form (Form A). Fill the below mentioned details correctly :- Applicants Name. Father's Name. Mother's Name. Spouse's Name. Sex (Male/Female). Date of Birth. Age on the Date of Application. Religion. Category. Sub Category. Permanent Address. Correspondence Address. Name of the Employment Exchange where Registered. Registration Number. Registration Date. Educational Qualification Details. Annual Family Income of the Applicant. Aadhar Number. Applicant's Bank Account Details (Bank Account Details must be verified by the Bank with the stamp and signature of the concerned authority). Attach below mentioned documents with the application form :- Attested Copy of Employment Registration Card. Attested Copy of Income Certificate. (Not more than 6 months old). Himachal Pradesh Unemployment Allowance Scheme Self Certified Declaration Form C. Attested Copy of Domicile of Himachal Pradesh. Attested Copy of all the Educational Qualification Certificates. Attested Copy of Aadhar Card. The Himachal Pradesh Unemployment Allowance Scheme Application Form and all the attached documents will have to be submitted to the District/Sub Employment Exchange Office. Scrutiny of the application will be done by the Employment Exchange Office. The Selection and Rejection of the applications will be decided within 45 days. Further action on the application will be intimated to the applicants through SMS.
  By Filling Online Application	To apply online, applicant has to visit E Portal of Labour and Employment Department of Himachal Pradesh. Enter the Employment Exchange Registration Number and Date of Birth, and then click to proceed. Fill the below mentioned details correctly :- Applicants Name. Father's Name. Mother's Name. Spouse's Name. Sex (Male/Female). Date of Birth. Age on the Date of Application. Religion. Category. Sub Category. Permanent Address. Correspondence Address. Name of the Employment Exchange where Registered. Registration Number. Registration Date. Educational Qualification Details. Annual Family Income of the Applicant. Aadhar Number. Applicant's Bank Account Details (Bank Account Details must be verified by the Bank with the stamp and signature of the concerned authority). Take a print out of the filled Application Form. Attach below mentioned documents with the application form :- Attested Copy of Employment Registration Card. Attested Copy of Income Certificate. (Not more than 6 months old). Himachal Pradesh Unemployment Allowance Scheme Self Certified Declaration Form C. Attested Copy of Domicile of Himachal Pradesh. Attested Copy of all the Educational Qualification Certificates. Attested Copy of Aadhar Card. The Application Form and all the attached documents will have to be submitted to the District/Sub Employment Exchange Office. Scrutiny of the application will be done by the Employment Exchange Office. The Selection and Rejection of the applications will be decided within 45 days. Features of the Scheme

• Under this scheme unemployment allowance will be given only for 2 years.
• To take benefit of this scheme, the applicant must be registered in the District/Sub Employment Exchange Office of his/her district.
• Applicant's registration should be 1 year old.
• Physically Challenged applicant is required to attach disability certificate with the application form.
• Applicant should have minimum 50% disability recorded in Employment Exchange Record.
• The application form for unemployment allowance can also be sent by the applicant to the District/Sub Employment Exchange through post.
• All application will be processed by the Employment Exchange Office within 45 days.
• In case of death of the beneficiary, unemployment allowance will be stopped and will not be transferred to any other family member.
• It is mandatory to get the bank details filled on the application form verified from the concerned bank.
• The signature and stamp of the bank official verifying the bank details should be on the application form.
• Application without stamp and signature of bank official will not be accepted under any circumstances.
• Income Certificate should not be more than 6 months old.
• Himachal Pradesh Unemployment Allowance Scheme Self Declaration Certificate (Form C) is compulsorily required to be attached with the application form.
• Applicants can check their application status regularly on the E Portal.

How to Apply for Employment Exchange Registration

• As we know that to avail the benefit of this scheme, it is necessary to register in the District/Sub Employment Exchange Office.
• This facility has been given online by the Himachal Pradesh Government to the youth of the State, so that the youth can register themselves online at the District/Sub Employment Excahnge Office.
• To register online, the applicant has to follow the following steps :-

  Firstly the applicant has to go to the Official Portal of Employment Exchange Management. After that the applicant has to choose the online registration in the candidates corner on the portal. Applicant has to fill the following information :- Name of the District. Name of the Employment Exchange. Date. Name of the Applicant. Date of Birth. Father's/Husband's Name. Mother's Name. Aadhar Number. After that the applicant has to fill the captcha and submit the application. A unique reference number will be generated by the portal as soon as the application is submitted. The applicant will now have to go to the Employment Exchange Office with all his original documents related to Date of Birth, Qualification, and Proof of Area of Residence (Telephone Bill, Water Bill, Electricity Bill) within 30 days. The applicant has to provide the reference number to the employment official. All the documents of the applicant will be verified by the employment official. If the verification is found correct, the registration number will be alotted to the applicant. An X10 card will be given to the applicant for future reference, which will contain all the information along with the registration number of the applicant.
