Introduction

  • Known for its welfare and beneficial schemes, the Odisha government has recently introduced a new initiative.
  • They announced the 'Odisha KALIA Scholarship' aimed to provide financial assistance to the children of Small and Marginal Farmers, Actual Cultivators, Landless Agricultural Households.
  • As the name suggests, this scheme will provide scholarships to the students pursuing graduation, post graduation, PhD, Diploma, ITI or other courses.
  • However, KALIA Scholarship is specifically for the KALIA scheme beneficiaries.
  • The main objective of the scheme is to provide better access to higher education and keep them motivated throughout their courses.
  • Under this scheme, the government will provide financial assistance to eligible students, enabling them to continue with their studies without any financial difficulties.
  • As per the KALIA Scholarship, the students' tuition fee, annual fees, hostel fees, mess charges will be reimbursed and credited to their bank accounts.
  • Students pursuing professional or technical courses can apply for the KALIA Scholarship.
  • It doesn't matter whether they are studying in government, private or in a premier institution, all such students are eligible.
  • To receive benefits, students must have obtained admission to institutions either inside or outside the state.
  • However, except private, only government institutions students are eligible for the scholarship outside the state.
  • Moreover, students enrolled in cost sharing or self financing are ineligible for the scheme.
  • Students pursuing technical/professional courses in Government institutes, both inside or outside the state, will receive scholarship benefits as recommended by their institution, or up to maximum one lakh rupees, whichever is less.
  • Only such students who fulfill the prescribed eligibility will receive the KALIA Scholarship benefits.
  • For successful implementation, the government has designated the Agriculture and farmers empowerment department as a nodal department of the scheme.
  • The KALIA Scholarship application will be accepted online only. Application received other than the provided mode will be rejected.

Benefits of Scheme

  • Beneficiaries will receive the following benefits under the Odisha KALIA Scholarship:-
    • Students will receive scholarships based on their merit.
    • Scholarships will be provided for professional or technical courses, including Medical, Engineering, Agriculture and allied, Nursing, diploma and trades.
    • Mess or hostel charges of Rs. 1,200/- per month will be provided to UG/PG/PHD/premier institutes students.
    • Whereas, diploma/polytechnic/ITI students will receive Rs. 1,000/- per month for hostel/mess charges.
    • Refundable money such as tuition fees, annual fees, one time fees, hostel charges, mess charges, and other fees deposited by the students except caution money will be credited to the student account studying in government institutions.
    • Private institutes students' will also receive scholarships but the amount will be based on the fee structure of their course.

Eligibility Criteria

  • Students who fulfill the following criteria issued under the KALIA Scholarship may apply: -
    • The applicants must be a child of beneficiaries availing benefits of KALIA Scheme.
    • Obtained admission to a government institutions on merit basis.
    • Student's parents must be eligible for the KALIA scheme at CDAO level.
    • Students receiving benefits from other scholarships are not eligible.
    • If anyone receives other scholarship benefits, then he/she needs to give up that scholarship to receive KALIA Scholarship benefits.
    • Students are entitled to a scholarship for one professional course only.
    • Students who get admission on cost sharing/NRI/Self financing are not eligible.
    • Government, Private, and Premier institutions students are eligible for the scholarship.
    • Students cannot avail themselves of scholarships for more than one similar kind of course.
    • Students studying inside or outside the state are eligible for the scholarship.
    • However, Private and premier institutions students are eligible for scholarship if their institute is within the state.

    • Aadhaar Card.
    • Caste Certificate.
    • Residence Certificate.
    • Bank Passbook.
    • Students passport size photograph.
    • Ration Card.
    • Parents/Guardian beneficiary ID.
    • Student Matriculation Certificate.
    • Latest exam pass marksheet.
    • Student Self Declaration Certificate (if required).

How to apply

Pre-registration process.
  • Eligible students may submit their KALIA Scholarship application online.
  • To proceed, the applicant needs to first register online at the Odisha State Scholarship Portal.
  • Students who are already registered can proceed with their login details.
Registration.
  • For KALIA Scholarship registration, the user needs to provide their details such as
    • Student name.
    • Date of birth.
    • Gender.
    • Mobile Number
    • Aadhaar Number.
    • Email ID.
    • Create a password.
Login.
  • After registering successfully, the student needs to login.
  • For this, they to submit their Unique Number/Aadhaar number and Password to apply for the scholarship.
Post Login Process.
  • Select the KALIA Scholarship from the list and provide all necessary details.
  • Upload the required documents according to your category.
  • Save the details and proceed to the scholarship form.
  • Check the details in the preview section.
  • If all details are correct, press the submit tab.
  • Download the submitted KALIA Scholarship application for your reference.
Approval stage.
  • This submitted application will be verified in the following order.
    1. Head of the institution where students are studying.
    2. Chief District Agriculture Officer (CDAO).
    3. Director of Agriculture and Food Production.
Benefits
  • Once the director approve the application, the benefits will be offered to the applicants as per the guidelines.
