Sikkim Skilled Youth Startup Scheme

Introduction

• Sikkim Skilled Youth Startup Scheme is the employment generation scheme of Sikkim Government.
• It was launched on 15^th of August 2020.
• Department of Commerce and Industries of Sikkim Government is the nodal department of this scheme.
• The main objective behind launching this scheme is to encourage educated but unemployed youth to start their self employment generation activity by providing them a capital subsidy.
• Under Sikkim Skilled Youth Startup Scheme, Government of Sikkim will provide financial assistance in the form of capital subsidy to those youth who are willing to start their own income generation activity.
• The amount of subsidy provided by government under Skilled Youth Startup Scheme are :-
  • 50% Subsidy on Project Cost will be provided to BPL Category Applicant.
  • 35% Subsidy on Project Cost will be provided to Other Category Applicant.
• This will encourage the youth to get self employed and also generate employment opportunity for others also.
• Educated Unemployed Youth can start their own business with a maximum project cost of Rs. 3 Lakh to Rs. Rs. 20 Lakh.
• Applicant has to invest 5% to 15% of the Project Cost on his/ her own arrangement.
• The remaining investment needed for business will be provided by banks as a loan to the applicant.
• Applicant can start their self employment business in below mentioned categories :-
  • Manufacturing.
  • Service.
  • Business.
  • Agriculture and Allied Services.
  • Retail.
  • Tourism.
  • Food Processing.
• The subsidy provided by Government of Sikkim is non refundable back end subsidy.
• The 5 days Entrepreneur Development Training Programme will also be conducted for selected applicants.
• The Age of applicant should be between 18 Years to 45 Years.
• The annual family income of applicant should not be more than Rs. 8 Lakh per annum.
• License from competent authority is mandatory to take before starting the business activity.
• Eligible and willing educated unemployed youth can apply for business subsidy through Sikkim Skilled Youth Startup Scheme Application Form.

Eligibility

• Permanent Residents of Sikkim.
• Applicant should be minimum 5th Class Pass and Unemployed.
• Age of the Applicant should be between 18 to 45 years.
• The Annual Family Income of Applicant should be less than Rs. 8 Lakh per annum.
• Applicant should possess a Certificate in Technical Projects/ Manufacturing and Service Sector.

Benefits

• The following benefits will be provided to eligible educated but unemployed youths of Sikkim under Skilled Youth Startup Scheme :-
  • 50% Subsidy on Project Cost will be given to BPL Category Applicant.
  • 35% Subsidy on Project Cost will be given to Other Category Applicant.
  • Applicant has to contribute 5% to 15% on Project Cost on his/ her own.
  • The rest of Project Cost will be provided by Banks as Loan.

Document Required

• 2 Passport Size Photo.
• Residence Proof of Sikkim.
• Education Related Documents.
• Project Report.
• Address Proof.
• Unemployment Card.
• BPL Certificate. (If Applicable)
• Income Certificate.
• Disabled Certificate. (If Applicable)

How to Apply

• Eligible Applicant can apply for capital subsidy under Sikkim Skilled Youth Startup Scheme through Offline Application Form.
• Application Form will be collected free of cost from the office of Department of Commerce and Industries of Sikkim.
• Fill the application form correctly and attach all the required documents with it.
• Submit the application form along with all the documents in the office of General Manager, Department of Commerce and Industries.
• A committee of Department of Commerce and Industries headed by General Manager will scrutinized the application form.
• Selected beneficiaries will get 5 days of entrepreneur training from the government training institutes.
• After that the subsidy amount will be transferred to the concerned bank from where applicant taking the loan for the rest of investment.
• Loan repayment period will be as per bank norms.
