Himachal Pradesh Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana

Introduction

• While presenting budget of year 2023-2024, Himachal Pradesh Government announced to start new housing scheme in the State.
• The name of Scheme will be "Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana".
• It will going to be known by some other names also such as :- "Himachal Pradesh Mukhyamantri Widow and Single Women Housing Scheme" or "Himachal Pradesh Chief Minister Widow and Single Women Housing Scheme" or "Himachal Pradesh Housing Scheme for Widow and Single Women".
• As it is clear by the name of the scheme that this housing scheme is only for Vidhwa (Widow) and Ekal Nari (Single/ Unmarried Women) of Himachal Pradesh.
• Government of Himachal Pradesh will now provide the financial assistance to Widow and Single/ Unmarried Women to construct their own house.
• Having a portion of Land to construct house is needed to avail the benefit of financial assistance to construct house.
• Those Widow (Vidhwa) and Single/ Unmarried Women (Ekal Nari) whose family annual income is more than Rs. 2,50,000/- per year are not eligible to apply under this scheme.
• Basic amenities like water supply, electricity will also provided under Himachal Pradesh Chief Minister Widow and Single Women Housing Scheme.
• In 2023, governement provides Rs. 1,50,000/- to all eligible beneficiaries under Himachal Pradesh Vidhwa Evam Ekal Nari Awas Yojana.
• Recently, while presenting the budget for the year 2024-2025, Finance Minister announced an increase in the amount of financial assistance provided under the Himachal Pradesh Vidhwa Evam Ekal Nari Awas Yojana to Rs. 3,00,000.
• Under this scheme, preference is given only to the following women:-
  • Those whose houses have been destroyed due to natural disasters such as fire, floods, earthquakes, etc.
  • Women who suffer from more than 40 percent disability.
  • All other eligible women.

Benefits of the Scheme

• Government of Himachal Pradesh will provide the following benefits to Widow and Single/ Unmarried Women of State under Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana :-
  • Financial Assistance for Construction of House will be Provided.
  • Rs. 1,50,000/- will be provided to all Women Beneficiary for New House Construction.
  • The amount will be directly transferred to the beneficiaries in two equal installments.
  • Other Facilities like Water, Electricity will also provided.

Eligibility Criteria

• Women Beneficiary should be a Resident of Himachal Pradesh.
• The Annual Family Income of Women Beneficiary should be less than Rs. 2,50,000/-.
• Only Widow Women and Single/ Unmarried Women are Eligible to Apply.
• Under this scheme, the grant amount will be given only once within a period of 10 years.
• Those women who don't have their own house is eligible for Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana.
• Women whose houses are in raw dilapidated condition can also apply for this scheme.
• The applicant's family should not have received any amount for housing construction under any other scheme.
• Women who have a minimum 2 biswa of land provided by government are also eligible to apply for this scheme.

Documents Required

• The following documents is expected to be needed at the time of applying for financial assistance for house construction under Himachal Pradesh Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana :-
  • Domicile of Himachal Pradesh.
  • Bank Account Details.
  • Land certificate (As per Annexure-2)
  • Income Certificate.
  • Death Certificate. (For Widow Beneficiary)
  • Unmarried Certificate. (For Single Women)
  • No Objection Certificate.

How to Apply

• Beneficiary can apply for scheme through offline application form.
• To submit the application form, applicants must visit the Chief Minister's Office.
• After reviewing the applications received at the Chief Minister's Office, they will be forwarded to the concerned district offices for further processing.
• The application forms will be scrutinized by the district offices, and from there, they will be sent to the District Welfare Officer and Tehsil Welfare Officer in Kaza, Pangi, Bharmour, and Dodra-Kwar for further investigation.
• After this, the District Welfare Officer will forward the applications to the Tehsil Welfare Officers to fulfill further formalities.
• Tehsil Welfare Officer will attach all the necessary documents of the applicants as listed below:
  • Domicile of Himachal Pradesh.
  • Bank Account Details.
  • Land certificate (As per Annexure-2)
  • Income Certificate.
  • Death Certificate. (For Widow Beneficiary)
  • Unmarried Certificate. (For Single Women)
  • No Objection Certificate.
• After attaching all the documnets, Tehsil Welfare Officer have to perpare inspection report within 45 days and sent to the District Welfare Officer along with application forms.
• District Welfare Officer sent all application forms to the concerned district offices. After reviewing the applications all eligible forms will be sent to Cheif Minister Office.
• After this, officials at the Chief Minister's Office will review the applications and accept them according to the budget before presenting them to the Chief Minister for final approval.
• After final approval of Cheif Minister, beneficiary women will receive the amount in two equal installments in their bank accounts.
