Mode of Application

Introduction

  • Pradhan Mantri Kisan Maandhan Yojana (PMKMY) is a Central government scheme under Department of Agriculture.
  • The main objective behind starting Pradhanmantri Kisan Maandhan Yojana is to provide social security to small and marginals farmers of India.
  • Under Pradhan Mantri Kisan Maandhan Yojana, Government of India will provide a monthly pension to all eligible farmers who attains the age of 60 years.
  • Monthly Fixed Pension to farmers of Rs. 3000/- per month will be provided on completion of 60 years of age.
  • Small and Marginal farmer who have cultivable land upto 2 hectare as per land records can register themselves under Prime Minister Old Age Farmer Pension Scheme.
  • Farmers whose Age is between 18 years to 40 years can enrol themselves under this pension scheme of Central Government.
  • Both Husband and Wife can also apply separately in Pradhanmantri Kisan Maandhan Yojana.
  • In case of farmer's death after completing 60 years of age, Spouse will get Rs. 1500/- per month as pension only if she is not separately enrolled under scheme.
  • Central government and Farmer shall contribute equally to the Pension Scheme according to the age of farmer at the time of enrolment. The chart below shows the Government and Farmer's contribution to pension fund :-

  • Farmer can use his PM-Kisan benefit for contributing for PM-KMY (Pradhan Mantri Kisan Maandhan Yojana).
  • This can be done by submitting a duly signed enrolment-cum-auto-debit-mandate form at CSC (Common Service Centre).
  • If the farmer dies before 60 years of age his spouse can continue with scheme by payment of regular contribution or can exit the scheme by receiving the share of contribution deposited by farmer, with interest earned by the pension fund or saving bank interest rate, whichever is higher.
  • If the farmer dies before 60 years of age and does not have a spouse then contribution deposited by farmer, with interest earned by the pension fund or saving bank interest rate, whichever is higher, will be paid to nominee.
  • The farmer shall choose nominee at the time of enrolment and also can change it later by contacting the Common Service Centre.
  • After death of both farmer and his/her spouse, total accumulated contributions shall be credited back to the pension fund.
  • Farmers who are willing to join can apply by approaching the nearest CSC(Common Service Centre) centre or through online portal https://pmkmy.gov.in.
  • Change in bank detail and other details can be done by approaching CSC (Common Service Centre) along with PM-KMY (Pradhan Mantri Kisan Maandhan Yojana) number, Aadhaar card. VLE at CSC will validate the credentials of the farmer.

Benefits of Scheme

  • The following benefits will be provided to all registered farmers under Pradhanmantri Kisan Maandhan Yojana :-
  • Small and Marginal Farmers will get Rs. 3000/- Monthly Pension after 60 years of Age.
  • Both Husband and Wife can enrol separately.
  • Rs. 1500/- monthly pension will be given to spouse in case of death of Beneficiary. (If not enrolled under scheme)
  • Central Government Contributes equal amount in the pension fund as contributed by Farmer.
  • Farmer can exit from Pradhanmantri Kisan Maandhan Scheme anytime.
  • If farmer exits scheme within a period of less than 10 years then only his contribution along with saving bank rate of interest rate will be payable.
  • If farmer exits scheme after a period of 10 years then only his contribution along  with saving bank interest rate or interest earned by pension fund be payable, whichever is higher.
  • If the farmer becomes permanently disable before 60 years of age his spouse can continue with scheme by payment of regular contribution or can exit the scheme by receiving the share of contribution deposited by farmer, with interest earned by the pension fund or saving bank interest rate thereon, whichever is higher.
  • If the farmer dies before 60 years of age his spouse can continue with scheme by payment of regular contribution or can exit the scheme by receiving the share of contribution deposited by farmer, with interest earned by the pension fund or saving bank interest rate, whichever is higher.
  • If the farmer dies before 60 years of age and does not have a spouse then contribution deposited by farmer, with interest earned by the pension fund or saving bank interest rate, whichever is higher, will be paid to nominee.

Eligibility Criteria

  • Applicant should be a Farmer
  • Farmer should be a Small or Marginal Farmer.
  • The Age of Farmer should be between 18 Years to 40 Years.
  • Farmer should have Cultivable Land up to 2 Hectares on Land Records.
  • Farmer should not belong under Exclusion Criteria.

Exclusions under Scheme/ Farmer who cannot apply for scheme

  • Small and marginal farmers covered under any other statuary social security schemes.
  • Farmers who are enrolled in Pradhan Mantri Shram Yogi Maandhan Yojana and Pradhan Mantri Vyapari Maandhan Yojana.
  • Person of higher economic status cannot apply like :-
    • Institutional landlords.
    • Former/Present holders of constitutional post.
    • Serving/Retired officers and Employees of institutions under Government or Local Bodies.
    • Persons who paid income tax in the last assessment year.

How to apply for Scheme

  • Eligible Farmers can registered themselves under Pradhanmantri Kisan Maandhan Yojana through below mentioned ways :-

Applying through CSC (Common Service centre)

  • Farmers wishing to join the Pradhan Mantri Kisan Maandhan Yojana shall approach nearest Common Service Centre (CSC) for enrolment.
  • Farmer should carry Aadhar card and Bank passbook for registration.
  • Village level Entrepreneur (VLE) at CSC will ensure and validate following farmer related information before registration and will complete the online registration process :-
    • Aadhaar card
    • Farmer's name
    • Farmer's saving bank account number
    • IFSC/MICR code
    • Bank passbook or cheque book or copy of bank statement as evidence of bank account.
    • Mobile Number
    • Date of Birth
    • Spouse and nominee particulars
    • Residential Address
  • Mobile number given will be verified by OTP verification process.
  • Online Registration will be done by providing Personal, Bank account details and completion of an auto-debit mandate form of bank by farmer.
  • Farmer will authenticate the data in online generated enrolment form by putting his/her signature.
  • VLE (Village Level Entrepreneur) will upload scanned copy of signed enrolment-cum-debit mandate form.
  • System will calculate contribution according to age of farmer.
  • Now applicant can choose his contribution mode (monthly, quarterly, half yearly or annually).
  • Initial contribution amount in cash will be made to the VLE (Village Level Entrepreneur).
  • Online payment of contribution will be done and a receipt will be provided to farmer.
  • Now the registration process is complete and the system will generate a PM-KMY (Pradhan Mantri Kisan Maandhan Yojana) Pension Card with unique Pension Account Number and Pension card will be printed.

Applying through Online Portal (Self Registration)

  • Open the PM-KMY (Pradhan Mantri Kisan Maandhan Yojana) portal https://pmkmy.gov.in and click on 'Click here to apply now' link.
  • Choose Self Enrollment for registration.
  • Enter mobile number and an OTP will be generated.
  • Enter your Name and E-mail Id and OTP and click on proceed.
  • Now click on Enrollment Tab and choose Pradhan Mantri Kisan Maandhan Yojana.
  • Enter your Aadhaar Number and accept terms and conditions.
  • Enter the following details in Pradhanmantri Kisan Maandhan Yojana Application Form :-
    • Name.Date of Birth.
    • Gender.
    • Mobile Number.
    • Email Id.
    • State.
    • District.
    • Village.
    • Pincode.
    • Farmer Category.
  • Select the premium to be Auto-Deducted from PM-KISAN bank account.
  • Click on Submit button.
  • Now enter Bank Account Details and click on verify.
  • Now enter Bank Name, Branch and Account Number.
  • Enter Nominee Details: Nominee Name, Relation with Nominee, Date of Birth of Nominee and Guardian of Nominee (if minor) and if married enter spouse name.
  • Choose your contribution frequency amongst monthly, quarterly, half yearly or annually.
  • Amount to be paid will be displayed according to choice opted.
  • Click on submit and proceed.
  • Click on print mandate form and put your signature on the mandate form.
  • Scan this form and upload it by clicking on choose file option and click submit.
  • Now your registration is complete and a Congratulation message can be seen on screen.
  • A Pradhan Mantri Kisan Maandhan Yojana Pension Card has been generated by the system, you can download and take printout of it.

Griveance Redressal

  • Farmer in case of any difficulty can contact the Grievance Redressal Cell which is set up at state and district level.
  • State Level Officers of Pradhanmantri Kisan Maandhan Yojana are State Nodal Officers, State Level Bankers' Committee and Regional Manager, LIC.
  • District levels have District Level bankers Committee and LIC representatives.
  • All disputes raised by farmer on sponsored bank will be resolved within 30 days.
  • Any matter related to execution, grievance redressal, dispute resolution etc. shall be referred to the Joint Secretary (Farmers Welfare), Department of Agriculture, Cooperation and Farmers' Welfare, Ministry of Agriculture and Farmers' welfare, Krishi Bhavan, New Delhi-110001 for redressal.
