Introduction

• In 2022, the Jharkhand government has started a scheme for youths called 'Mukhyamantri Sarthi Yojana'.
• Under this scheme, the state government is providing free skill development training to unemployed youths.
• The government implemented this scheme across 24 districts of Jharkhand and many youths avail its benefits.
• Jharkhand Mukhymantri Sarthi Yojana (MMSY)is implemented and run by the 'Jharkhand Skill Development Mission Society (JSDMS)'.
• Scheme is also known by other names including, 'Jharkhand Sarthi Yojana', or 'Jharkhand Mukhyamantri Sarathi Free Training Yojana'.
• Jharkhand Mukhyamantri scheme is meant for both male and female unemployed youth, as well as disabled and transgender individuals.
• The main objective to implement this scheme is to provide the technical skills to the unemployed youth, which will help to generate employment for them.
• Under Jharkhand Mukhyamantri Sarthi Yojana, applicants can choose a trade of their preference and interest.
• Selected applicants will get free skill development training in residential and non-residential centers established in government and non government buildings.
• Under the scheme, the government will provide free skill training to all selected beneficiaries, enabling them to get a job in their chosen trade.
• In case, applicants do not secure a job within three months of completing their training, the government will provide an employment allowance to these candidates.
• Employment assistance under Jharkhand Mukhyamantri Sarthi yojana may vary as per the category of applicants.
• Boys trainees will receive an amount of Rs 1,000/- as Rozgar Protsahan Bhatta.
• Girls/Disabled/Transgenders will receive an amount of Rs 1,500/- as a Rozgar Protsahan Bhatta.
• This Rozgar Protsahan Bhatta will be provided for the next one year.
• Along with this, an transportation allowance of Rs 1,000/- will be provided to such candidates whose training center is non residential.
• Such Rozgar Protsahan Bhatta and transportation allowance will be credited directly into the bank account of users through DBT mode.
• Jharkhand Mukhymantri Sarthi Yojana is an Umbrella scheme, which includes 4 sub schemes : -
  • Saksham Jharkhand Kaushal Vikas Yojana (SJKVY)
  • Deen Dayal Upadhyay Kaushal Kendra (DDU-KU)
  • Employability Excellence with College Education and Learning (EXCEL)
  • Block Level Institute for Rural Skill Acquisition (BIRSA)
• Applicants aged between 18-35 years are eligible to receive scheme benefits.
• However, for Jharkhand Mukhyamantri BIRSA scheme, the maximum age for reserved category applicants (SC/ST//OBC) is 50 years.
• As far as the education is concerned, applicants must have passed at least 5th grade, except for the EXCEL scheme, where the minimum qualification is 12th grade.
• Scheme is mainly targeting beneficiaries from Schedule Caste, Scheduled Tribe, Women, Person with disability, and Transgender groups.

Benefits of Scheme

• Under the Jharkhand Mukhyamantri Sarthi Yojana, eligible beneficiaries will receive following benefits : -
  • Free Skill Development training.
  • Uniforms, handbooks, and other essentials provided absolutely free.
  • Employment allowance benefits if the applicants does not secure a job within three months of training.
  • Employment allowance for boys is Rs. 1,000/-, and Rs. 1,500/- for disabled, transgender, and girls applicants.
  • Transportation allowance of Rs 1,000/- will be provided to non-residential trainees.

Eligibility Criteria

• To receive the benefits of free skill training, applicants must meet the following eligibility criteria for Jharkhand Mukhyamantri Sarthi Yojana : -
  • Must be a domiciled citizen of Jharkhand.
  • The age of the applicants should be between 18-35 years.
  • Maximum age for BIRSA Scheme is 50 years for SC/ST/OBC categories.
  • Applicants must have passed minimum class 5th.

• Scheme application submission process will go through two stages : -
  • through Online Registration.
  • through counselling.

Registration

• Visit the official website of Jharkhand Skill Development Mission Society for Mukhyamantri Sarthi Yojana Registration.
• On the home page select the 'Candidates Registration' from the dropdown list of 'Registration'.
• Before registering, applicants need to create a profile by submitting the given details.
• Upon Submitting the given details, the applicant's profile will be created.
• Now users need to login with their username and password created during profile creation.
• Validate your credentials with the OTP.
• Tap on the registration link appears on the left side of your screen.
• Users can view and update their profile and proceed to the next stage.
• Next, users need to provide their following details : -
  • Personal information.
  • Contact Details.
  • Academic Details.
• Post submitting the details, the portal will generate a User registration ID.
• After successful registration, candidates will be called for counselling on the dates selected by the TSP (Training Service Provider).
